Key Duties & Responsibilities

1. Review all QA/QC procedures of the Contractors to determine their compliance with the requirements of their respective Contracts and their adequacy for their proposed application and to notify the Contractors accordingly

2. Review and approve, alter, amend or reject all Contractors’ inspection and test plans (ITP) as it deems appropriate to the nature and service of the items to be tested

3. Monitor the Contractors’ compliance with the QA/QC requirements of their respective Contracts

4. Review and as appropriate accept the Contractors’ hold, review and witness points in the construction programme relating to each ITP and also to permit inspection and testing of work prior to it being covered up to avoid incorporation into the Facilities of material and equipment with latent defects

5. Inspect pressure vessels, tanks, valves, pumps, and piping systems for compliance with ASME, API, and ISO standards

6. Verify material traceability, dimensions, and alignment during fabrication/installation

7. Monitor coating/painting activities (e.g., SSPC/NACE standards) and cathodic protection systems

8. Review Welding Procedure Specifications (WPS) and welder qualifications .

9. Witness procedure qualification tests (PQR) and performance tests

10. Maintain records of inspections, non-conformance reports (NCRs), and repair logs

11. Conduct NDE methods: Ultrasonic Testing (UT), Magnetic Particle (MT), Dye Penetrant (PT), Radiographic Testing (RT), and film interpretation

12. Liaise with engineers, contractors, and third parties (e.g., DNV, BV) to resolve quality issues

Requirements

1. Bachelor’s degree in mechanical or Metallurgical Engineering, or a closely related field.

2. Experience: 5+ years for SMMP/welding/NDE roles. 5–10 years for senior positions (e.g., mine/oil/gas projects) .

3. Familiar with Conveyor, pump, pipe, material handling equipment(such as stacker, reclaimer), crusher ect.

4. Technical Knowledge: Standards: ASME Section IX, AWS D1.1, API 1104, ISO 9000, and GB 150

5. Software: Proficient in MS Office and document management systems (e.g., Document)

6. Soft Skills: Fluent English (written/spoken), report writing, and conflict resolution

8. 审核焊接程序规范（WPS）和焊工资质。

9. 见证程序资格测试（PQR）和性能测试

10. 维护检查记录、不合格报告（ncr）和维修日志

11. 进行探伤检查（NDE）：超声检测（UT），磁粉检测（MT），染料渗透检测（PT），射线检测（RT）和胶片解读

12. 与工程师、承包商和第三方（如DNV、BV）保持联系，解决质量问题

岗位要求

1. 机械或冶金工程或相关专业本科以上学历。

2. 经验：5年以上SMMP/焊接/NDE工作经验。5-10年高级职位（如矿山/石油/天然气项目）经验。

3. 熟悉输送机，泵，管道，物料搬运设备（如堆料机，取料机），破碎机等。

4. 技术知识：标准：ASME Section IX， AWS D1.1, API 1104, ISO 9000, GB 150

5. 软件：熟练使用MS Office和文档管理系统（如Document）

6. 软技能：流利的英语（书面/口头），撰写报告，解决冲突
