Job Description
1. Legal Compliance & Risk Management
● Advise on compliance with Chinese higher education laws, construction regulations, labor laws, and local health and safety regulations. Ensure adherence to Ministry of Education (MOE) policies and Zhuhai municipal regulations.
● Monitor changes in laws affecting University operations and assist in updating policies accordingly.
2. Contract Management
● Review and draft construction contracts, bidding documents, and procurement agreements in compliance with the Chinese government’s Bidding and Procurement Law.
● Draft, review, and standardize university contracts on employment, research and development partnerships.
3. Internal Control Management
● Assist the CRAO and BNBU management team to review and implement internal control mechanisms to prevent legal, financial and operational risks.
● Work with the CRAO and audit teams to ensure compliance with all government’s circulars and guidelines.
● Advise on developing and updating BNBU internal policies and regulations.
● Conduct legal training for staff on compliance, contract management, and risk awareness.
4. Dispute Resolution & Litigation
● Represent the University in administrative, labor, or construction-related disputes.
● Liaise with external law firms and government agencies when necessary.
● Develop risk mitigation strategies for potential legal issues.
5. Other duties assigned by supervisor.
Job Requirement
1. A Bachelor's or Master's degree in Law is required, with a preference for specializations in Administrative Law, Construction Law, or Corporate Law.
2. China Bar License and experience working at law firms are preferred.
3. At least 5 years of legal experience in construction law, procurement, or public-sector compliance preferably in higher education, state-owned enterprises, or government projects.
4. Proven track record in Chinese construction bidding and contract management, labor law compliance, anti-corruption and internal audit compliance.
5. Excellent communication in Mandarin Chinese & English.
6. Strong negotiation and analytical skills.
7. Familiarity with corporate governance, university management and Sino-foreign education regulations.
8. Proactive problem-solving and risk-awareness mindset.
9. Ability to work under pressure in a fast-paced academic environment.
