OVERALL, PURPOSE OF THE ROLE ((航海或船级社审核背景)
This role is responsible for overall administration and operational support of the quality management system both ashore and onboard.
KEY RESPONSIBILITIES:
• Support the HSQE Manager in various tasks (daily and/or periodically) for the safe vessel operation.
• Administration of Office internal/external ISM/ISPS/MLC audits as well as the verification to the ISO standards that the company utilizes, including processing of the audit findings through to closure.
• Under the instructions of the HSQE Manager, liaise with the corresponding Marine Superintendents for the planning, monitoring and execution of the vessels’ audits and verifications.
• Preparing instructions pertaining to health, safety, environmental, security concerns and regional requirements for advance Master/ crew preparations
• In partnership with the Marine Superintendents form the auditing team that will board the vessels in execution of the planned Quality, Safety, Security and Environmental auding and verification scheme.
• Arrange all pre-vetting preparations for the vessels and provide quantitative & qualitative feedback as required by Management.
• In cooperation with the HSQE Manager prepare all the relevant statistics (monthly, quarterly, and annual) as required for the periodical and annual Management Review e.g., Audit, Vetting.
• Preparation of all the relevant documentation for Flag registration and/or deletion of entity vessels.
• Assisting in the maintenance process for the Ship Management System (SMS) and the preparation of vessels’ Ship Security Plan (SSP).
• Review, document control, and follow up of ISM & ISPS documents and reports.
• Assisting in the follow up of Internal/External Inspections, Port State Control Inspections and Flag Inspections.
• Coordination and execution of Ship-Shore Drills (incl. ISPS Annual drills).
• Engage in Safety Committee Meeting and review all SMS monthly forms.
• Assist the HSEQ Manager in the preparation of the relevant Campaigns for the entity’s vessels.
• Monitor all legislation and other requirements and regulations related to HSQE issues.
• Promoting the concept of HSQE excellence throughout the Company’s organization.
• Implementing Company policies and objectives with regard to HSQE and ensuring that these objectives and targets are established at relevant functions and levels within the organization.
• Demonstrating commitment to HSQE excellence, by his/her behavior.
SKILLS, QUALIFICATION AND EXPERIENCE REQUIRED:
Essential:
• Thorough knowledge of Quality Management System and the requirements of the Standards ISO 9001, ISO 14001 & IMO ISM Code.
• Good communication and interpersonal skills,
• Good organizational and planning skills,
• Methodical approach to work.
• Ability to work with minimal supervision.
• Computer literate.
Desirable:
• Experience in Quality Management/Ship officers or Class audit background
