一、岗位职责
1、主要负责政府采购、工程招投标相关的采购项目;以及校内自主采购相关的其他采购项目。
2、负责采购项目全生命周期管理,包括需求分析、采购预算和计划管理、采购文件审核、采购文件发布、开评标、合同签订、成本控制及进度跟踪。
3、负责学校供应商库的管理和持续优化,评审专家库管理。
4、负责校内采购管理系统建设、完善和管理。
5、协同监管部门、联系需求部门做好采购活动的内部控制管理。
6、承担领导交办的其他工作。
1. Primarily responsible for government-procurement and engineering-tender projects, as well as other university-based self-procurement initiatives.
2. Oversee the full life-cycle of procurement projects, including requirements analysis, budget and planning management. review of tender documents, publication of procurement notices, bid opening and evaluation, contract award, cost control and schedule tracking.
3. Manage and continuously improve the university's supplier pool and maintain the expert-evaluation database
4. Lead the development, enhancement and administration of the university procurement-management system
5. Coordinate with audit offices and liaise with end-user departments to ensure strong internal controls over all procurement activities
6. Undertake any other tasks assigned by the supervisor.
二、任职要求
最低学历要求:本科或以上学历。
专业要求:有采购、项目管理、财务、审计或供应链10年以上工作经验;需要有高校相关的工作经验。
语言要求:能用中文和英语为工作语言,有较强的文书编写能力。
其他:诚实,过往工作无不良记录;有采购、合同管理的经验,有客户服务的意识;有财务分析和决策能力,有较强的商务谈判能力。
此岗位需要英文面试+笔试。
Educational background: Bachelor Degree or above.
Maijor. Ten years or above working experience in purchasing, project management, supply chain or finance, must have university related working experience.
Language preference: Proficiency in using Chinese and English, good commend in writing skill
Others. Integrity with good record, customer service-oriented mindset with purchasing/contract management know-how, good analytical still and positive mindset
This position requires an English interview and a written test
