Primary objective

 Co-ordination of specified tasks within the HSE engineering discipline.Responsible for the progress and quality of assigned tasks within the HSE area,including the supervision of engineers.

 To ensure all work carried out conforms with agreed codes and practices ,meets all requirements of the contracts specification and ensure all work is carried out within agreed schedules ,budgets and procedures.

 To liaise with client HSE team .

Specific Accountabilities

 Ensure work is carried out competently and effectively,within time and budget constraints ,and that project objectives are satisfied.

 Overall supervision of HSE engineers ,designers and technical personnel in the execution of the project.

 Ensure integrity of workscope and that all work is carried our in accordance with applicable codes and standards.

 Facilitate and develop a productive and cohesive team .

 Maintain and facilitate an awareness of HS&E across the discipline within assigned project.

 Maintain and facilitate an awareness of HS&E in Design across the discipline within assigned project.

 Promote the understanding and application of risk management techniques within the discipline.

 Ensure HSE discipline personnel consistently work within the Quality Management System.

 Develop and promote initiatives to improve cost effectiveness and productivity on projects.

 Manage project discipline resource requirements.

 Discipline and inter discipline communication development.

 Prepare HSE cost,time and resource requirement estimates on assigned projects.

 Identify and review new technologies development which may provide more efficient and cost effective solutions.

 Liaise with the third parties for HSE studies and analysis.

 Review HSE study/analysis reports by the third parties

 Manage design change within project budget and schedule framework.

 Attend meetings with clients and be responsible for maintaining the meeting minutes.

Lead HSE Engineer

 Prepare weekly HSE progress and expenditure reports on a project specific basis.

 Quality Assurance –Responsible for working within the provisions and guidelines of the Quality Assurance system.

 Safety –Responsible for personal safety safe working practices.Understand and follow HSE procedures.

Matching Indicators

 Bachelor's degree or above in Engineering (HSE)

 Minimum 8 years direct HSE engineering experience in offshore Oil and Gas industry.

 Proficient in the compilation of relevant HSE philosophies and specifications.

 Be familiar with the relevant safety analysis and studies ,such as RAM study,HAZID/HAZOP study, SIL study,Fire Risk Analysis ,Explosion Risk Analysis ,Exhaust and Vent and Gas Dispersion Analysis ,Dropped Object Study,Noise Mapping and Vibration Study,Manning Study,Mechanical Handling Study,Escape,Evacuation and Rescue Analysis ,Quantitative Risk Assessment,

 Ability to manage projects.

 Fluent in English.
