Global Procurement Manager


Job Summary

1. Organize procurement negotiations, tendering, and contract execution; ensure processes are legal and compliant; review key contract terms (such as SLAs, breach liabilities, delivery standards, etc.) to ensure procured items meet business and technical requirements.

2. Track the execution of purchase orders; handle delivery exceptions, delays, and quality issues; coordinate daily interactions with suppliers to ensure projects are delivered on time.

3. Control procurement costs and continuously optimize procurement processes; be familiar with market rules, resource distribution, and industry policies; possess knowledge of the telecommunications industry.

4. Be responsible for end-to-end supplier management, including supplier development, evaluation, performance management, and relationship maintenance; build a high-quality supplier pool and a resilient supply chain system.

5. Conduct cost analysis and market trend monitoring to support procurement decisions; establish supply chain risk early-warning mechanisms and develop contingency plans.

6. Promote the digitalization and systematization of procurement processes; proficient in using ERP/SRM/Odoo and similar systems; leverage data analysis to improve procurement efficiency and decision quality.

7. Implement ESG and compliance requirements to ensure procurement activities comply with industry regulations and supervisory requirements.

8. Be responsible for procurement team capability building, performance management, and policy / process improvement.

9. Complete special tasks such as emergency procurement and supplier dispute resolution.

采购经理工作职责:

1. 组织采购谈判、招标与合同签订,确保流程合法合规,审核关键合同条款(如SLA、违约责任、交付标准等),确保采购标的符合业务与技术需求。

2. 跟踪采购订单执行,处理交付异常、延迟、质量等问题,协调供应商日常对接,保障项目按时交付。

3. 控制采购成本,持续优化采购流程;熟悉市场规则、资源分布与行业政策,具备电信行业知识。

4. 负责供应商全流程管理,包括开发、评估、绩效管理与关系维护,建立优质供应商资源池,构建韧性供应链体系。

5. 进行成本分析与市场行情监测,支持采购决策;建立供应链风险预警机制,制定应急预案。

6. 推动采购流程数字化与系统化,熟练使用ERP/SRM/odoo等系统,通过数据分析提升采购效率与决策质量。

7. 贯彻ESG与合规要求,确保采购活动符合行业监管等规定。

8. 负责采购团队的能力建设、绩效管理与制度完善。

9. 完成紧急采购、供应商纠纷处理等专项任务。


核心能力要求:

· 本科及以上学历,通信工程、供应链管理等相关专业优先。

· 五年以上电信行业采购经验,具备大型项目管理经验,有团队管理经验者优先。· 具有优秀的谈判沟通、问题解决与抗压能力。

· 具备团队协作精神、积极主动、持续学习意识。

· 高度廉洁自律,职业素养端正。

· 工作条理清晰,擅长多任务管理与时间规划。

· 熟悉电信行业技术趋势与市场格局,具备一定的技术理解能力。

· 具备数据敏感度,能运用工具进行成本与采购分析。

· 英文流利,可作为工作语言。

· 熟悉国际贸易合规、供应链风险管理等相关知识。
