About the Role:
We are seeking a Tender Contract Sales Specialist to support our Commercial, compliance, and operational teams to manage end-to-end bidding and tendering process, ensuring competitive, compliant proposals and maximizing the probability of winning tender exercises and grow bookings from China State-Owned Enterprises (SOE).
Key Responsibilities:
Tender Information Sourcing & Management
 Proactively identify, screen, and track relevant tender opportunities (via official portals, industry sources, clients, partners)
 Conduct preliminary analysis of tender suitability and win probability
 Maintain a tender opportunity database
Bid/No-Bid Decision Support:
 Organize/participate in bid qualification meetings with Commercial, Analyst, Custom, Legal, and Finance teams
 Analyze project feasibility, risks, costs, profitability, and competition
 Provide recommendations on bid participation
Bid/Tender Document Preparation (Core Function)
 Interpret Solicitation Documents: Thoroughly understand all RFP/RFQ requirements (specifications, terms, evaluation criteria, formats, deadlines)
 Coordination: Lead/collaborate cross-functionally (Sales, Custom, Analyst, Legal, Finance) to gather required inputs (proposals, specs, qualifications, financials, certificates, references)
 Document Authoring & Compilation: Write, edit, and compile the Business/Commercial sections (company profile, qualifications, compliance statements, forms, declarations, letters)
 Review and integrate the Technical Solution section
 Collaborate on cost estimation, pricing strategy, and final price proposal development
 Compliance Check: Ensure strict adherence to all mandatory formatting, content, signing, and sealing requirements
 Proofreading & Submission Packaging: Conduct meticulous final checks; print, bind, seal, and label submissions as required
Bid Submission & Process Execution:
 Submit bids accurately and on time (physically or electronically)
 Manage Bid Bond/Guarantee processes (application, payment, tracking, release)
 Attend bid openings (if required) and record results
 Respond promptly to clarifications during evaluation
Post-Submission Follow-up & Contracting:
 Track evaluation progress and outcomes
 Receive and process award notifications
 Participate in/lead post-award contract negotiations to align terms with the bid and protect company interests
 Support Account Manager to facilitate contract signing
 Handover awarded projects to delivery/sales teams

 Proficiency in Tender Regulations: Knowledge of relevant legislation (e.g., Procurement Acts, Bid Protest procedures)
 Familiarity with E-Procurement/E-Tendering Platforms
 Resilience & Time Management: Thriving in deadline-driven, high-pressure environments
